The manual process (the nightmare)
To submit the quarterly SS declaration manually, you have to:
- Collect all the quarter’s invoices — log into the Portal das Finanças, check issued documents, add values one by one
- Calculate the contributory base — 70% of total invoiced. If you invoiced €6,000: 70% × €6,000 = €4,200
- Calculate the amount due — 21.4% of the contributory base. In the example: 21.4% × €4,200 = €898.80
- Fill in the declaration — log into Segurança Social Direta, navigate the menus, fill in the fields
- Submit and pay — generate the MB reference, pay, save the confirmation
Total time? 2-3 hours if it goes well. If you make a mistake at any step, you start again.

⚠️ Note: Many independent workers think that in the simplified regime “the state does everything”. Wrong. You must always submit quarterly SS and VAT declarations. “Simplificado” refers to how IRS is calculated — quarterly declarations are always your responsibility.
